City Charter
The City of St. Francis is defined by MN State Statute as a "home rule charter city". This requires the city to adopt provisions of governance and identify how it is organized, administration, the election and nomination process, how it handles taxation, finance and public ownership of utilities. The Charter Commission is a State appointed member that will hold office for the term of four years. The Charter Commission leads the City in important structural decisions.
