Property Assesor 2025 Annual Review

Property Assessors are required by state law to visit and physically inspect each property every 5 years. This year, in May through September, the St. Francis City Assessors will be visiting and reviewing all properties in the areas outlined below:

 If your property is in the review area, here’s what you can expect:

  • The assessor will come to the property and knock or ring the doorbell. If an adult is present, an inside review may be requested depending on the last time a full review was done. The assessor will also walk around the outside of all buildings (if accessible) to verify exterior characteristics.  
  • If no one is there when the assessor stops by, they will leave a door tag with instructions if there are questions.
  • Characteristics of the property that affect market value are age, square footage, quality of construction, condition, basement finish, recent remodeling, location, etc.  
  • The assessor will be wearing an official identification badge and carrying business cards.

In addition to the 5-year review area outlined above, the assessors will visit new construction, permit, and remodeling work in all areas of the city.

The City of St. Francis property assessments are conducted by Erik Skogquist and Mary Wells.

What is a property assessor?

  • Property assessors are local officials who determine the value of a property for local real estate taxation purposes
  • The assessor determines the value of parcels within a city for property tax purposes
  • Valuations follows the standards established by the Minnesota Department of Revenue, State Board of Assessors and State Statutes
  • Assessors study construction, sales data and neighborhood trends to establish valuation standards in their work.
  • Assessors are licensed through the State of Minnesota

How is assessing different than an appraisal?

  • Single-property appraisal or “Fee Appraisal” is the valuation of a particular property as of a given date.
  • Assessment or “Mass Appraisal” is the systematic appraisal of groups of properties as of a given date using standardized procedures and statistical testing.

What is the Assessor responsible for?

  • Accurate and equitable appraise and classification of property
  • Assist and explain the appeal process if a property owner disagrees with their estimated market value or classification
  • Determine the current classification and use of properties
  • Provide information and feedback to taxing authorities
